The Assembly has released the Exposure Draft of proposed amendments to the Uniting Church Constitution, marking the next stage of the Act2 – Constitutional Change Process. These amendments aim to strengthen the Regulations so that communities of faith can flourish with greater flexibility and reduced governance burdens, while enabling Presbyteries to better support mission, witness, and service.

Following legal advice, it became clear that achieving these goals requires Constitutional change. The Exposure Draft is now available for a consultation period, with feedback invited from all Synods and Presbyteries by 31 October 2026.

How to Participate

The Presbytery Standing Committee will be considering the Assembly’s documents at its meeting on 15 October, with feedback to be forwarded to the Assembly Standing Committee by 31 October. As noted in the letter sent today — “if there are any comments or feedback you would like to include could you please forward these to Anne, our secretary, at secretary@ucappep.org by 12noon on the 15th of October to be considered that evening” . We warmly encourage Church Council Chairs and Secretaries to review the Exposure Draft materials and share any reflections or concerns. Your input will help shape the Presbytery’s response and contribute to the wider discernment across the Church during this important stage of the Act2 consultation.

Looking Ahead
Feedback received during this consultation will help shape the Final Draft for consideration by the Assembly, Synods, and Presbyteries. Constitutional amendments require approval from a majority of Synods and two‑thirds of Presbyteries.

The Assembly expresses its appreciation for the thoughtful engagement of councils across the Church as we continue discerning the most faithful way forward toward Life‑giving Communities of Discipleship and Mission.
